   I don't know how high, high is (I'm not familiar with RG-17) but I have put over
55 kV (dc) on common RG-8/U (all day) with no trouble, in fact a 6' length of RG-8
is the negative lead of the Hi-potter.
   Metal tubing and a piece of glass from a "neon sign shop" would be more immune to
weathering.  I've had great results sealing things from weathering with the RED high
temperature silicone sealer.
