It would depend on what your standing current is. If the standing current is X
Amps, and your HT is 4000 V, then the 'resting plate watts' as you call it would be
4000 * X.
Pop over to http://www.g8wrb.org/triodes/, get the data sheet on the 3CX1500A7
and see what the standing current should be. Whether your amp uses that is
another matter. But is is easy to calculate the number your want.
