[Amps] Placement of plate r-f choke bypass capacitor

The h-f amplifier designs with which I'm familiar usually have the plate r-f choke bypass capacitor placed as close as possible to the cold end of the choke.
Why might Ten-Tec, in the Titan 425, have put the bypass capacitors physically about 11 inches of lead-length away from the cold end of the choke?
