[Amps] Importation of Used Tubes, or more generally radio parts

Folks:

 

I plan to send some used 3-500Z tubes to a ham in Uruguay.

This ham found out the hard way, when someone else mailed her 

a Laptop, on which she paid substantial duty.

 

How does one minimize or eliminate duties, in general, or specifically 

in Urugay, when shipping radio parts to private parties in the country?
