The referenced 9921 product is a * Semi-conductive coating.

Eddy, What are you having problems with?

Normally corona is an issue when insulators are coated with crud, salt 
spray, and the like.  This results in tracking.

It is a constant problem along coast lines where salt spray deposits on 
Overhead high voltage lines. The power companies have to constantly 
blast the insulators with ground up walnut shells.

This keeps the electrical hash from being a problem.
