Brokerage is some arbitrary fee they charge for clearing customs , it is NOT charged by the USPS nor Canada post and from what I am reading online other carriers like DHL charge a small nominal amount , apparently UPS is being involved in a class action suit regarding this policy , their fees are way out of line and in my opinion is just a cash grab
