Agree.  Jan, replace K5 when it arrives and update us then.  There should 
have been able to measure continuity between the vacuum relay wiper arm and 
the normally-closed terminal.  With +24DC on the coil, you should have been 
able to read continuity between the wiper arm and the normally-open 
terminal.

You've identified at least part of the problem.
