Paul,

A cooling fan is very useful in a high power antenna 
tuner, where heating generally occurs on one component 
(usually the inductor). The fan moves the air around 
preventing the development of hot-spots. You don't need 
much of the fan to double the power handling capacity of a 
reasonably built tuner.
