There are MASERS in certain locations where there is a lot of ionized gasses
 of just the right density and content to create natural coherent microwave sources just as lasers produce coherent light.
Just like some lasers, reflecting mirrors are not needed to create beams of light.  Solid State Lasers and UV lasers are
good examples of those with out a resonant cavity using mirrors.
Sometimes they radiate toward Earth and we can receive very strong coherent signals compared the broad band ones from stars.
  Those looking for ETs were quite excited until they were discovered to be natural RF sources.

   There are some astronomical Microwave amplifiers that are really out of this world.
Really, Google "Astronomical MASERs". These are really old technology.
