Yes, a bad tube will still arc over.

The biggest issue is arcing over to the filaments.

Protect the filament transformer/windings with a large enough wattage 
resistor, that does NOT significantly reduce filament voltage.

You can still bring it up, (B+), slowly and look for issues.  That will 
only work with a separate filament transformer.

The biggest issue that I see is *STILL* the HV section capacitors.  He 
has been essentially "reforming" them so far.  Heath did NOT use high 
quality capacitors.  I'd replace them.  It is *Cheap* insurance!
