[Amps] Can distilled water be used for a dummy load ??

As I recall the water cooled dummy loads used in broadcasting used a
resistor material embedded on a glass tube.
The water flows through inside of the tube, never touching the resistor.
However, if the water supply fails, or has bubbles
the life of the resistor is pretty short. With a flow meter and accurate
thermometers (Taylor- Mercury filled) power can
be calculated quite accurately. However, I have never used this setup on
less than 5 Kw, so I can't tell how this would work
on a few hundred watts. For ham use the resistors immersed oil in a
simple can filled with oil seems elegant in it's simplicity.
