That's not real overshoot, that's just a percent or two, within standard reference errors.
"Overshoot" is usually a significant percentage, like setting for 100W and having 150-200W spikes.
I've had "real" overshoot on some rigs, where you set for 25W and the first spike is 100W or more.

(less than 1 year old) FTDX-5000 for ALC overshoot...
Setting the power out to 25.5 watts the overshoot reached 26.9 amounting to
1.4 watts overshoot Both cw and rtty came up the same.
Using 101 watts the overshoot reached 104
He used a Powermaster and a dummy load.
