There is phase shift in ANY transmission line that is directly related 
to its electrical length (that is, as a fraction of a wavelength).  
Wavelength in the line is a function of frequency AND the velocity 
factor of the line.  There is also the possibility of phase shift in any 
circuit that includes reactance.
