[Amps] Can some explain this curious eBay auction

Another thing I was wondering, if someone  just  paid $16,099 for a pair
of glass tubes would they want them  shipped   USPS priority mail for 
$13.05?

I would insist on a  box 2ft on a side cube  with tons of padding and maybe 
triple-boxed  inside via certified, insured  mail.
I wonder what the insurance fee  would be for that value?
