Not necessarily. A single trace scope in external trigger mode can be
used. Configure it so the sweep triggers upon application of relay
coil power and observe the switched waveform. 

All you are doing with a dual trace scope is using one trace to do the
triggering rather than triggering by external input. Either way works.
