[Amps] Hi Pot Test Procedure?

I have a commercial Hi-pot that goes to 5KV and a HB one goes to 13.5KV.

Its a bit annoying to compare glass Chinese TX tubes against US versions and 
see how poorly they fare and its no wonder they are notorious for arcing. Im 
talking about the common 811A, 572B, and 3-500.

Every Chinese tube I get from Ameritron and RF Parts gets a complete test 
before installing in a customers amp and some are bad right out of the box, 
prior testing not withstanding...
