Yes it's shorted.  It's one of those Maxwell energy discharge caps
which means it has to be derated to 6 KV for WVDC.  I bought it on
eBay in a Gov't auction.  I know from a friend's experience that
insane amounts of filter capacitance like that can't be brought up
with a single step start unless you want melted relays.   It has to be
ramped up slowly over a 30 to 60 second period.   I have to not only
work out a good bleeder system but also a way to tell whether or not
the bleeders in service are functioning and have redundancy.   IF I
actually use it.
