   This "different delay for different frequencies" is called "group delay."
It is something that messes up dial up modems.  (so you don't get 56 kB/s)

  Constant delay at all frequencis is also referred to as " linear phase response". That is if all frequencies 
have the same delay then the phase shift is linear.  1kHz phase output relative to input could
be -30 degrees but 2kHz would be -60 degrees and so on. but only if the delay is uniform across all
frequencies.
