It makes the regulated screen supply a lot more simple.  That way even 
though the tube may be in the negative screen current region the supply 
still sees it as a positive load.   The bleeder needs to be of such a 
value the screen supply always sees a positive load regardless of 
whether the screen is drawing negative or positive current.
