There are relatively few full power DTV stations on Channels 2-6, a lot 
more on 7-13. A quick search of the FCC database will yield details.

As Joe noted, it's impulse noise and the rules about power.  WBBM, 
analog Ch 2 in Chicago was assigned Ch 3 digital, and it was a train 
wreck. Ch 12 was available after the analog 12 in Milwaukee shut down, 
and they took it.
