IF I remember my physics it takes 1 calorie to raise one CC of water, 1 
degree while it takes 100 calories to change one 1 CC of water to vapor.
The efficiency depends a lot of the interface area and surface condition.

"I think" the surface area of the SS device is a bit small for this to 
be efficient, but I've never experimented with anything that small.
I know that it doesn't take much water volume to cool a tube running the 
legal limit.  A 1/2" tube with just a gentle flow is more than 
sufficient for 12 KW out CCS.  But those tubes had a large area exposed 
to the water for heat transfer.
