I seem to remember that motors for things like electric locomotives have a 5 minute rating and a 1 hour rating, and the 5 minute rating is quite a lot higher. That gives more power to get the train rolling and faster short term acceleration.

Yes you can. You're forgetting about inertia. For a fraction of a second,
the mass of the rotating parts can indeed deliver lots of horsepower. Is
it sustainable? No, that's why it's peak.
Is that useful? No, but it is true. And that's why they get away with it.
