NEC did not limit the current to ground to zero.
It is limited to a small value in the microamp range. All equipment that have RF filters on power line input
have leakage current. If the device floats the chassis will have 1/2 the voltage input voltage to relative to ground if one
side of the power line is at ground potential. This is because you the RF bypass capacitors in these filters form a voltage divider
with return (grounded) being one end the "hot" side being the other and chassis being half way between.
If you have a ground fault interrupter you will find that you can only plug in just so many computers and radios, etc before
it will trip. And, it will trip even if they are turned off.
