You are correct that the transformer leads are always hot. One side of the 
HV winding is always connected and the switch selects the other side of HV 
secondary or a tap on the HV secondary.

If there are no arc points I will probably look at the PS first.

I dont see how it can be the transformer since all 3 HV leads are always
"hot" and the fuse only blows in SSB.

Something on the PS board could be the problem and all that is easy enough
to test.
