Not true. The RF divides between the coil and resistor in a ratio
depending on frequency. At low frequencies most of the RF flows
through the coil, but even there a small amount flows through the
resistor. Simple Ohm's law.

Not necessarily. Carbon comp resistors can drift both up and down in
value.  I've been replacing them all my life, trust me on this one.
They are essentially unpredictable.
