You only loose a bank of caps once before swearing off "bargains".
Ive nothing against quality brand overstocks or unused surplus with 5 year 
old or so date codes. Most commercial amps use caps with a 20-25 year 
trouble free operation but then its time to spend the money on PM.

I test all incoming caps at actual working voltage with a Sprague TO-6A 
current limited cap tester and then on a bench supply to test at up to 500 
ma. Not a full test but it gives me a fairly warm and fuzzy feeling.
