My guess would be 1982 week 18, but it could be week 18 2004.

 I got some CDM 381LR 470uF/450v electrolytics off eBay. I'm wondering 
 when they were made and/or if they are genuine. The only numeric marking 
 on them is 821804. Is that a date code? Anyone know how to translate it?
