[Amps] Harbach metering board in SB-220

Ive had many of those boards fail due to the 1/4 W metering resistors used. 
Last I heard Jeff was going to come out with an update using real HV 
resistors.

The tiny 1N4007's used in the bias are also failure items and I replace with 
1N5408's along with the resistors before installing. Those were also to be 
updated for the new board.

The switch can be replaced with any of several of the import single pole 3 
positions or more. If the detent in degrees is the same the knob will line 
up and just dont use the other positions. If there is a position tab bend 
one to stop at 3.
