There is zero fraud involved here.

Unlike a credit card, no one can "pull" a charge from a PP account.  The account owner must "push" funds, which gives you more control and security than a credit card.  However, that means that cancelling recurring payments made through PayPal must be done by you from the PayPal site.  Cancelling with the vendor alone does nothing as the vendor has no ability to go into your PayPal account and cancel your standing instructions to transfer funds to theirs once a month.

You can't blame Paypal for others charging for there services.

But I do use it as a guest with my
card.
