Report from the other side of the world:
 
20 or 15 meters are wide open to a high population center.  In any week day, number of sigs on one open band are average 3, maybe 6 if listening at 14.270 (single channel Chinese hangout).
 
On a big contest weekend, band is occupied but no one is, on purpose, too close to matter.  That is about ten weekends per year.
 
IMD is no problem at my listening post in Thailand.
