Yes indeed Jim. This can be seen in NEC modelling when perfect ground is
chosen or a metal sheet groundplane is deployed...

Yes, but that's not the point.  What better ground does is 1) burn less 
power in the earth and 2) strengthen the first reflection in the far 
field. It isn't that there's less field at high angles, but rather that 
there's more field at low angles.
