[Amps] 3-500z plate color discrepancy

All, 

Thanks to the list I now have 2 "good" tubes in my rebuilt SB-220. Last
night I was running some tests in tune mode and noticed that only one of
the plates is turning red. This is with 5W from the transceiver and the
amp set to the CW mode (with CW tuning signal in). Can I assume that
means the two are mismatched? Is that a problem? Or is that an
indication that one is not "good"?
