Oh, well, if the input relay is not switching then of course not drive and no output.  Have you tried to excite the input relay with an external power source?  Maybe the coil is open.

I am picking up some NTE parts today and will test again this afternoon. U can’t drive it at all, I forgot to look at swr’s. I don’t think the transfer relay is keying. Will keep u posted.
