Bob, check the filament pins on the sockets.  You can usually clean them up and switch the stiffener metal on the grids with the filament pins.  You’ll be able to avoid changing out the sockets.  Lou

Thanks for all the reply's..I'm not having any problem with SWR on the input..The bands I have checked have been good. 40,20 and 15 are low. One of the problems I had was the coil for 20-10 the solder joints had a white looking substance on it..I do have it working now on 15 but 20 meters is still low..Going to have to change out the tube sockets also as one of the tubes does not come on sometimes. 
 I had one of these 20 years ago and it seem to work pretty good..but this one is not so good..times have sure changed in 20+ years..Sellers of items had just as soon lie as to tell the truth..It will be a good winter project..

 You are correct - the PT-2500 has a pair of 3-500Z's. It was designed and
built in the era when the USA power limit was 1000 watts DC input. Hence,
the HV is not high enough for 1500 watts output, regardless of the drive.
Mine is good for about 1100 watts output with 70-100 watts drive, depending
on the band. Except on 10 meters, the input SWR is low enough for my solid
state radio to not cut back.
