The table shown on page 2 of this P&B white paper compares drop-out time from a common 12V frame relay relative to coil suppression type.  In this example, a Zener with a breakdown voltage of 2X the supply voltage was chosen.  The table clearly shows a tradeoff between drop-out time and measured transient voltage created by the collapsing coil field.
