   I suspect the original circuit is a series resonate circuit at the 
ripple frequency.
This kind of circuit has a specific name that escapes me at the moment.
   (other than a low pass filter)
   The "minimize arc current" is an important aspect of this clever 
design, it is
not arc suppression.  This is more important for some tube construction 
than
others.
