Check device data sheets.
Per data sheet, RF3809 power down is via pin 1 "bias control".
0 = power down
8V to operate. (with Vcc=8V)

Data sheet indicates filtering for the Vref pin. If Chinese board is a
clone of the data sheet, which is typical, it may be as simple as a level
shifter for whatever control voltage you are using.

Data sheet specs 4:1 max SWR.




I've not played with the device as I'm fairly new to VHF and UHF stuff.
