[CCF] Rules

Because some rules are simply plain stupid.

What amazes me most is that so very often the only reply one gets to requests for more sensible rules is that "rules are rules are rules are rules, please catch the cheaters and punish them". In fact, quite often the correct response would be to punish the rule makers.
