The WWROF recently took over administration of the Cabrillo log format
standard. One of the first actions was to support a new Cabrillo log header
tag that had been requested by the CQWW contest. This new tag allows
participants to opt out of receiving paper certificates by mail.  The hope
is that this will save us the expense and effort of mailing certificates
that people are not interested in receiving.

Please let everyone know of the new tag.  If the tag is not supported by
software developers, it can be easily added using a text editor.
