I think more categories is a very good idea. I'll still push for 12 hours, 
rather than 24 - I think that would attract many more potential contesters.

As far as administering these categories, what ever happened to the World
Radiosport Foundation, or whatever it was to be called, that John Crovelli and
others were writing about?? That would be the right type of organization to
keep this moving, worldwide.
