incorrect continent callouts in CT/IARU

I sent a message off to K1EA tonight to get some data from him.  It looks
like CT is doing the right thing, and that by specifying continents in the
IARU.CTY file, it should fix the problem (I'm running 8.34 here).

Pete, VE5VA, claims there are 13 IARU zones which span multiple continents.
Looks like there's a lot of fixing-up to do.

I hope to publish a new IARU.CTY file by the end of the week.
