Um, correct me if i am wrong, but doesn;t this rule only prevent
simultaneous transmission? If properly interleaved, working two bands
"simultaneously" (in the macroscopic sense) is still possible. 

Now one must call cq on frequency B, while listening for replies on 
frequency A; as opposed to before when one could sync transmissions and
call simultaneous CQ on say 10 and 15 and just work whomever answered.

I hope this rule isn;t removing those who can mux their grey matter,
and transmit and copy simultaneously!!??!! Is it??

Have I got this right??
