Somewhere along the way we seem to have forgotten that there are other
countries that span multiple time zones with correspondingly different
propagation characteristics, i.e. this isn't just a W/VE issue.
Consider the impact to the contest sponsor in terms of complexity and
cost when proposing changes to the reporting structure.
