Here's a stab at it:
a) significantly different propagation characteristics
b) significantly different hardware required

Either should make for a different band.
Now: argue about the word "significantly"...

Regarding posting of contest scores. What the heck is the reflector for 
if we can't browse the scores of others to check the "action". I did'nt 
make the Cal QSO party this weekend due to personal commitments, but i 
enjoyed seeing how some ops fared. I guess I'm a lot more put upon by the 
stream of "controversy" over what we should post or not and other such 
discussions. Talk to me about operating, propagation, peak hours, etc. 
Maybe we need a contest reflector topic reflector..but first let's 
appoint a committee to suggest topic reflector topics! HI! 73, Mark
