The CAC wrote a letter to the ARRL Membership Services department regarding this
particular OO and his deplorable behavior during the ARRL Sweepstakes.  The OO
was removed from his position early this year.

Hi, thanks for your comments.  I was especially impressed with your desire
for a resolution to this ongoing problem!  Your point about it not just 
being SSTV, but also nets, etc, also impressed me.  My proposal is to 
back a CONTEST FREE ZONE at the top of the band.  This could be a refuge 
for SSTV or whatever, eliminating QRM to contesters.  That is my opinion!
