My first message isn't very clear.
But this unclear message have caused some replies.
This replies shows a diffused ignorance about the band subdivision.
I report a document approved by IARU Region 1 ... but this is a common
line in every Region.
Rec/96/TVI/C3.9
THAT IT IS ESSENTIAL THAT MEMBERS SOCIETIES ACTIVELY PROMOTE THE IARU
BANDPLANS (is plural...because every Region have one) WITHIN THEIR
COUNTRY IN ORDER TO ENCOURAGE ALL AMATEURS TO HONUOR THEM.
Rec/96/TVI/C4.13
IT IS RECOMMENDED THAT MEMBER SOCIETIES OF REGION 1 SHALL INCLUDE
INFORMATION ABOUT CONTEST FREE SEGMENTS IN THEIR CONTEST RULES.

The follow document was presented by OVSV (Austria Association)
Doc/96/TVI/C4.14
CONTEST FREE SEGMENTS OF THE HF BAND PLAN

Based on practical experience gained during the last 10 years,
OVSV moves that:

-either appropriate measures be taken to enforce the present contest
free segments and to make them mandatory for IARU Region 1 members
(e.g.by including appropriate clauses in the contest rules and
disqualifying any violators thereof);
-or the present contest free segments be dropped for the benefit of a
simpler and eaier to the band plan.

This document have gained the recommandations in the first point, and
now for tree year this is law (in Region 1) for all MEMBER SOCIETIES.
