I would suggest that the reason full-time activity is poor is that it is
too late in the season.  There are only a handful of us nutty enough spend
a beautiful weekend indoors instead of out doing antenna work!  CW is
especially bad in this regard.

If it was held in January, serious entries from the US would at least
double.

I dont think I'm missing a thing.  I dont think you can solve activity
levels solely by changing the rules and cutting back total operating time
will certainly cause a direct cut in the activity level during certain time
periods.  Activity levels being high are what really make any contest
successful and cutting hours is a direct contradiction to that philosophy
(mine).

Well, again you are missing the point.
When Lew gets on from W7 in the WPX contest he has nobody to compare scores
with at the end of the contest in his area.  When you operate the SS from
Maryland, you have PLENTY of competition in your geographic area.  Plenty
of standards for comparison.
Take a good look at the WPX results and count how many serious efforts
there are from the west and midwest.  You'll only need one hand for
counting.
