Two good points.  I'm amazed how many U.S. hams don't realize the
restriction DOES apply in the 80, 40 and 15-meter Novice bands (and it's
200 W PEP).  But there are also a number of folks who unnecessarily
restrict themselves on 10.  I doubt I coulda wkd 5A1A in WW CW on 28.192
if I had turned the amp off!

Attached is the relevant rule (47 CFR 97.313(c)).  My apologies to the
non-U.S. hams who couldn't care less about this thread.

    (c) No station may transmit with a transmitter power exceeding 200 W 
PEP on:
    (1) The 3.675-3.725 MHz, 7.10-7.15 MHz, 10.10-10.15 MHz, and 21.1-
21.2 MHz segments;
