[CQ-Contest] Non-contesting 10 meter window

Bill- I am not a contester, but I do feel as you (and many others) do about
this short-sighted rule. However, in following some of the threads about
various rules, You should have seen that the contest committee is NOT
consulted about many of the changes before they are made. 

The irrational desire to make the rules uniform for all the ARRL contests
is a good example.  Poor representation was not the problem, there, from
all that I have read. It appears that  "dont bother me, I set the rules -
the committee is just for advice" is the new rule.

This is the way awards need to be confirmed for the future.  Most contesters
(me included) have a hard time keeping up with QSL requests.  Why not ARRL
and CQ accept E-mail confirmations for DXCC and other awards?

I am glad to confirm our Larimer County Two-Way QSO on 80 Meters CW, 11-8-98
at 1248 UTC.  I used my G5RV hanging from trees, barefoot at 100
watts......The antenna subsequently got blown away from an 80 MPH wind gust.
It's been on the ground ever since the contest.  At 8300 feet elevation.  We
get completely different weather patterns up here, than in Fort Collins
(5000 feet elevation) whic is only 12 miles away as the crow flies.  Good
hunting!
