 This would be fine if the Novices and Tech + ops had all of 10 meters 
to use but the simple fact if you move the Contest free zone above 
28.500 then the ones who will use the contest free zone can't get there.
  I think the main idea for non contesters during a contest is "Well 
that #$%# contest is going on so the band is useless" or " Hey there 
will be a lot of new states on or new DX let see what we can snag"
I hope it is the later attitude that will prevail.

 I agree but even if they could enforce it it is too small to be of any 
use. All it takes is a strong station on each side of the window and the 
QRM wipes it out.
  The best thing I heard in the contest from a station calling CQ was,
" you don't have to be in the contest to make contact". This was part of 
the CQ put out by George K5TR.
